The collection consists of a typescript manuscript and a mimeographed version of "Leadership in Safety," a manual designed as an outline for safety courses in the industrial plants that proliferated in Portland, Or., during the World War II years. The manuscript version includes inserted brochures, forms, and leaflets. These include two leaflets for which Heinz was author or co-author: "Leadership and Safety," by Heinz and Frank W. Johnson, safety engineer, Oregon Shipbuilding Corporation, July 1942, and "The Foreman's Responsibility" by Heinz, October 1942.

Benjamin F. Heinz, a native Oregonian, was graduated from Oregon Normal School (later Western Oregon University), Monmouth, in 1933 and spent some time in Chicago working for the Youth Movement for World Recovery and the Chicago Youth Peace Council under the direction of Jane Addams. During World War II, Heinz was safety director for War Production Training, conducted through the Department of Vocational Education in the Portland (Or.) Public Schools.
